The cultural center project is located in the Recoleta district, functioning as a belt that connects Cerro Blanco and Cerro San Cristóbal. It serves as an intersection point, bringing together local residents and visitors to the parks on the hills.

The project extends horizontally and can be fully navigated via ramps and walkways that guide users to different program areas: sports activities (swimming pool, courts, athletics) on the upper level, and cultural and educational activities (library, study rooms, exhibition area, workshops, administrative zone, cafeteria) on the lower levels.

This green belt aims to carry and enhance the existing activities on Cerro San Cristóbal, extending them to Cerro Blanco, linking both hills and the surrounding neighborhood. Existing buildings, characteristic of the district for their brick construction, colorful facades, and one- or two-story heights, are preserved.

The urban fabric, much denser in the north, seems to dissolve as it intersects with the new project. Residential buildings, shops, and small industrial warehouses reappear and become the new point of interest. Vertical cores connect the street level with the project, functioning as an additional floor of the cultural center.
